IMPLEMENTATION OF COOPERATION BETWEEN THE VILLAGE HEAD AND THE VILLAGE DELIBERATIVE BODY IN PREPARING VILLAGE REGULATIONS

Abstract

Village Autonomy is genuine, complete and complete autonomy and is not a gift from the government. Village regulations are all regulations set by the village head after deliberation and have obtained the approval of the village deliberation body. In its implementation between the Village Head and the Head of the BPD, there is often disharmony in the implementation of the preparation of village regulations, this is what the author then adopts as research from this background where the formulation of the problem is how to implement Cooperation between the village head and BPD in the preparation of Village Regulations as well as obstacles or barriers to Cooperation between the Village Head and the BPD. village head with BPD in drafting Village Regulations This type of research uses qualitative research with descriptive research methods, namely examining a fact that occurs in the field related to the process of making village regulations in Kasturi Village which is carried out in depth to study how the facts conform to Law Number 6 of 2014 concerning Villages. The results of this study indicate that the implementation of cooperation between the Village Head and the Village Consultative Body in the Preparation of Village Regulations in Kasturi Village is not running according to what is in the provisions of Law Number 6 of 2014 concerning Villages, Law Number 12 of 2011 concerning the Establishment of Legislative Regulations. - Laws and Regulations of the Minister of Home Affairs Number 111 of 2014 concerning Technical Guidelines for Village Regulations, so that in this study, what factors became the middle way of this problem was to communicate intensely between the Village Head and the Head of the BPD in terms of making village regulations with various obstacles or obstacles faced in its implementation.
