Abstrak

ABSTRACT
This study aims to analyze training and human resource development (HRD) in micro, small, and
medium enterprises (MSMEs) in the culinary sector of Kuningan Regency. MSMEs play a vital role in the
national economy but continue to face challenges in managerial competence, technical skills, and digital
literacy. This research employed a qualitative method using interviews, observations, and
documentation. The findings indicate that training facilitated by local governments and partners has
improved business management, digital marketing, and legal awareness. However, the effectiveness of
these programs remains limited due to low digital literacy, time constraints, and insufficient follow-up
mentoring. Therefore, this study recommends demand-driven training, digital literacy strengthening,
and multi-stakeholder collaboration to ensure sustainable HR development.
